Income received during the past 30 days must be used as an indication of income for the household's certification period, unless changes have or can be anticipated to occur. In these circumstances, income received in the past 30 days will not be used.

If a 30-day period alone cannot provide an accurate anticipation of income, a longer period may be used if it will provide a more accurate indication of anticipated fluctuations in future income.

If a household's income fluctuates seasonally, it may be appropriate to use the most recent season comparable to the certification period, rather than the last 30 days as an indicator of anticipated income.
